「知的」日本人を満足させる検定試験
Certification Tests Satisfy "Intellectual" Japanese

埼玉県に住む上井光裕さんは120もの資格を持っている。資格マニアになったきっかけをこう説明する。「私が勤める会社には一つの専門分野のプロは沢山いましたが、二つ以上の分野に詳しい人はほとんどいませんでした。そこで、二つの専門分野のプロになろうと思ったのです」。具体的には、建設分野と情報分野だ。
Mr. KAMII Mitsuhiro of Saitama prefecture has 120 qualifications. He explains how he 
came to be an enthusiast for qualifications as follows. "In the company where I am 
working, there are many professionals who specialized in one field only, but very few 
people are experts in more than two fields. That's why I made up my mind to become 
a professional specializing in two fields." Actually, Mr. Kamii is an expert in the 
construction and communication fields.

上井さんは徐々に専門分野を広げていき、今では、ガス・建設・不動産・情報・経営・財務・環境と広がった。最も難しかった試験は科目数が非常に多い中小企業診断士だという。「さまざまな分野でその知識が活きています。会社の仕事上の資格を別にすると、住宅、教育、退職、年金など問題点がわかるファイナンシャルプランナーが役立ちました」。
Mr. Kamii gradually extended the scope of his specialized fields, and at present he is 
knowledgeable about the fields of Gas, Construction, Real Estate, Communications, 
Business, Financial Affairs and the Environment. He said the most difficult examination 
was the one for a small and medium enterprise management consultant, in which he had 
to pass many subjects. "Now I am making good use of this knowledge in various fields. 
Except for those qualifications necessary for my job, the qualification as a financial 
planner is very useful as I can easily understand the problems related to housing, 
education, retirement and pensions etc."

多重資格のメリットを上井さんはさらにこう説明する。
「それ以外では、造園施工管理技士は樹木や草花に強くなり、アートナビゲーターは美術館のボランティアができるようになり、サッカー審判員は、オフサイドが判定できるようになる。統計士は回帰分析ができるようになり、旅行取扱主任者は旅行の幹事が得意になるなど、いろいろあります」。
Mr. Kamii explains further about the advantages of having multiple qualifications. "Besides 
these, I am also a qualified gardening management specialist, which taught me more details 
about trees and flowers, an art navigator that means I can work as a volunteer at an art 
museum, a soccer referee which means I can give a decision for off-side play, a statistician 
enabling me to carry out regression analyses, a travel manager so that I can be good at 
organizing travel, and so on."

上井さんの資格チャレンジはこれからも続く。
「現在勉強中なのは、気象予報士です。これから必要となりそうな中国語も勉強中です。家族には、どうしてそんな役に立たない資格をとるのかと言われますが、資格について講演を頼まれることがよくあります。また、私はブログをやっていますが、一日20〜30人の方が見てくれます」と笑う。
Mr. Kamii continues to strive to obtain more qualifications. "At present, I'm studying about 
weather forecasting, and also learning Chinese, which will be needed more and more in 
future. My family asks why I am trying to gain such useless qualifications, but I'm often 
asked to give lectures about qualifications. Also I'm enjoying writing my weblog, which 
attracts about 20 to 30 readers a day."

今、日本には2,000以上の資格試験・検定試験があるという。司法試験や公認会計士、医師試験など職業に直結する国家試験から、料理、ガーデニング、育児のような実用技能検定、時刻表、野球、オタク検定など趣味の領域の検定試験まで、その種類はさまざまだ。今、増えているのが、直接、仕事に役立つ訳ではないが、自己満足できる検定試験。
There are believed to be about 2,000 licensing and certifying tests in Japan at present. 
There is a great variety ranging from state examinations directly related to professions 
including National Bar, Qualified Public Accountant and Doctor, to practical tests such 
as cooking, gardening and child care. There are also tests about hobbies such as train 
timetable study, baseball, and otaku (obsessed hobbyists). While the number of these 
tests is increasing, most are not so applicable for gaining work, but people will still be 
able to gain a lot of self-satisfaction from taking them.

中でも、地域の歴史や文化についての知識をテストするご当地検定試験が人気だ。観光ガイドなどの養成を目的に行った「東京シティガイド検定」が元祖。その後、9,800人の受験者を集めて注目を浴びた「京都・観光文化検定試験」がブームの火付け役となり、全国に広がった。今では札幌、金沢、長崎など10数箇所で行われている。
Among the range of certification tests available, those about particular places in which 
your knowledge about local history and culture are tested, are attracting attention. Tests 
of this nature originated from the "Tokyo City Guide Certification Test" which was created 
for the purpose of hatching tourist guides. The "Kyoto Tourism Culture Certification test" 
in which 9,800 examinees participated, triggered a boom of tests of this kind which spread 
all over Japan. At present, more than ten tests about local towns including Sapporo, 
Kanazawa, Nagasaki etc. are being offered.

この他、北海道フードマイスター、奈良まほろばソムリエ、世界遺産、江戸文化歴史、忠臣蔵通、映画など、こだわりの検定試験も多い。検定を通じて関心を持ってもらい、問題集、検定料などの収益を得て、「通」を育てたい主催者と、自己の知識、技能を客観的に認められたい受験者の意向がマッチした格好だ。
Besides the above, specific qualifying Tests such as Hokkaido Food Meister, Nara 
Mahoroba Sommelier, World Heritage, Edo Culture and History, Chuushingura (Loyal 
subordinates), Movies, are becoming available. The organizers want to draw attention to 
their fields through these tests, make money by selling the study books and charging test 
fees, and then raise "professionals" in their fields. Most examinees on the other hand want 
to have their knowledge and expertise officially recognized. So clearly, both parties benefit.

これから試験にチャレンジする人へ、上井さんは計画、我慢を合格の秘訣にあげる。「取りやすい試験からはじめて成功体験を味わい、ステップアップすることが大切ですね」。検定試験の人気はこれからも続きそうだ。その人気の秘密は各自が持っている知識を客観的に評価され、他人にささやかな優越感を味わいたい日本人の心理にあるのかもしれない。
Mr. Kamii's advice for those who are trying to take these examinations is that planning 
study and patience are the keys to success. "It is important to start by taking an easy 
examination at first so you can enjoy the taste of success, and then to step up to a more 
difficult one." It appears that the popularity for certificate tests will flourish for the 
foreseeable future. The secret of the popularity of these tests may well lie in the Japanese 
mentality that it is good to have their knowledge recognized officially so they can enjoy a 
feeling of superiority over others.
